Why is the "configure view" link visible to anonymous users in a view-generated block when no permissions to allow that have been set?

BTW the site is running  v. 1.32.1 with the Basis theme.

I'm not able to reproduce on a clean install of Backdrop, and a view that displays nodes. The Configure View link is not shown to anonymous.
