Errant "configure view" link is visible to anonymous users

Why is the "configure view" link visible to anonymous users in a view-generated block when no permissions to allow that have been set?

BTW the site is running v. 1.32.1 with the Basis theme.

I'm not able to reproduce on a clean install of Backdrop, and a view that displays nodes. The Configure View link is not shown to anonymous.

I used the theme gin for admin. Perhaps, it's the problem ? I have a color border when i selected the images and of course i used the "ctrl" key.

Hi BKaernel, which Backdrop version? The exact version matters in this case. I used Paragraphs for this. I supposed in a classic field is the same ? I'm not so...
